But the number rose to 33 after 10.00 Sunday morning in the Charlottetown area and Kensington and Tyne Valley.
Wind gusts up to 80 K and 100 K on the Northumberland Strait which has caused ferry service at Wood Islands and Caribou to be cancelled today.
There are traffic restrictions on the Confederation Bridge that were put in place around 3.30 Sunday morning.
The wind will diminish this afternoon.
